The New York Public Library
General Rules and Regulations

The New York Public Library strives to provide an atmosphere that facilitates learning and reading. To foster such an environment, Library users are asked to comply with the rules of conduct listed below.

The following are prohibited at The New York Public Library:

• Obscene and/or abusive language or gestures.
• Creating a public disturbance.
• Harassing or threatening behavior.
• Sexual acts.
• Display, use or possession of weapons.
• Smoking, eating or drinking.
• Use of alcohol or illegal substances.
• Sleeping or loitering.
• Soliciting public or staff on Library premises.
• Use of cell phones other than in designated areas.
• Use of bicycles, skates, skateboards, scooters or similar items.
• Animals, other than those assisting persons with disabilities.
• Mutilating, damaging or defacing any Library materials including tampering with or changing configurations or software on Library computers or displacing, disabling or unplugging Library equipment.
• Engaging in any activity that is a violation of criminal or civil codes of law.

In addition:

• The Library is not responsible for personal items that are lost, stolen or damaged on Library premises.
• Patrons may be asked not to enter the Library with large bundles, parcels, bags, suitcases, carts or other wheeled conveyances.
• All books, bags, briefcases and other containers belonging to persons entering or leaving the Library may be subject to inspection by Library security officers or personnel.
• Proper attire is required. Library users must wear shirts and shoes and are expected to maintain acceptable levels of personal hygiene.
• Permission to photocopy is dependent upon physical condition of items, donor restrictions and copyright laws.
• Parents or guardians are advised that the Library is not responsible for children who are left unattended on Library premises.
• Library staff and security officers may at any time request users to show their Library cards or other appropriate documents for purposes of identification.
• All tour groups must obtain permission from the Library in advance of their visit.
• Certain reading rooms may have additional restrictions.

Failure to comply with one or more of the Library’s regulations may result in suspension of Library privileges or in arrest and prosecution to the full extent of the law.

Unattended Children Policy

The New York Public Library is dedicated to providing a welcoming environment that encourages children to visit the Library, use library collections and services, and attend library programs. Library staff are available to assist and support children with their use of Library resources. However, the Library is not responsible for children who are left unattended on Library premises. Unattended children are children of any age who are apparently unaccompanied by a parent, guardian, and/or responsible caregiver in the Library.

Parents, guardians and/or caregivers are solely responsible for the safety and behavior of their children. They are advised that children, like all Library users, are expected to comply with the Library’s “General Rules and Regulations” and a child who violates those rules may be asked to leave Library premises. Parents, guardians and/or caregivers must inform themselves as to scheduled Library closing times and be aware that a Library facility sometimes may have to close unexpectedly due to emergencies or safety issues. It is the responsibility of parents, guardians and/or caregivers to let their children know what they should do if they must leave the Library.

Library staff may call the police or other appropriate City agency if a child is left unattended when a Library facility closes or if a child otherwise appears to be at risk.
